Official Statement from the Founding Members of Khanya

We are pleased to acknowledge and warmly welcome the encouraging response received from Basotho following the recent announcement of our intention to form a new political party. Since the announcement, we have witnessed a growing wave of interest and engagement from citizens across the country.

In constituencies nationwide, Basotho are voluntarily organising themselves and expressing a clear willingness to join a new political alternative. This outpouring of support reflects a shared desire for a different kind of politics — one rooted in accountability, dignity, and tangible progress.

We are pleased to provisionally introduce the name Khanya — meaning light. Khanya is a democratic, economic liberation movement rooted in the philosophy of SeMoshoeshoe, committed to good governance, social justice, and the genuine emancipation of all Basotho. The name reflects our collective aspiration to bring clarity, hope, and renewed purpose to Lesotho's political and socio-economic landscape.

Khanya is being built as a people-centred movement. It seeks to expand economic opportunity, demand accountable governance, and equip Basotho — especially young people — with the tools, access, and systems needed to reduce poverty and build stable, dignified, and self-determined lives.

In the coming weeks and months, we will outline the party's guiding principles, policy priorities, and organisational structures. We look forward to engaging directly with communities across the country to ensure that Khanya reflects the voices, needs, and aspirations of the people it seeks to serve.

SeMoshoeshoe is the living philosophy of the Basotho nation — a system of governance, community relations, and moral conduct distilled from the wisdom of our founding king. Khanya commits to these principles not as historical artefacts, but as active guides for contemporary governance.

Clause 1 Preamble

WHEREAS Khanya is a political party established to tackle the socio-economic challenges confronting Lesotho citizens and all who live in Lesotho, including:

  • Recognition of the King: Encouraging patriotism and recognition of the King and his successors as Head of Government and a symbol of a united Basotho, honouring the legacy of Morena Moshoeshoe I and his foundational philosophy of peace, diplomacy, and national unity (Khotso, Pula, Nala).
  • Constitutional Supremacy: Upholding the rule of law and acknowledging the autonomy of all national institutions, particularly security entities.
  • Social Justice: Eliminating poverty and guaranteeing equitable distribution and use of national resources; fostering women's empowerment, youth involvement, and support for persons living with disabilities.
  • Law Enforcement and National Security: Elimination of crime, safeguarding of life and property, and proactive protection of vulnerable populations.
  • Economic Sovereignty: Creating a sustainable, environmentally friendly economic framework that benefits all citizens and legal residents of the Kingdom.
  • National Healing: Promoting a political culture of healing and growth instead of retribution and separation.

UNDER THE ALMIGHTY GOD, we pledge our loyalty to the Kingdom of Lesotho and to the advancement of every citizen's dignity. Due to the overwhelming demand from Basotho for meaningful and real change, Khanya is hereby constituted.

Clause 2 Founding Provisions

Name: The association shall be known as Khanya — a dynamic, revolutionary, democratic and economic liberation movement. Its policies are determined by the membership, and its leadership is accountable to the membership in terms of this Constitution.

Headquarters: The National Headquarters of Khanya shall be in Hlotse, Leribe. The Postal Address shall be P.O. Box, Leribe.

Colours: The colours of Khanya shall be dominated by green and supported by blue in smaller ratios.

Legal Status: Registered under the Societies Act, 1966, with perpetual succession. The Party shall only be legally bound by decisions taken by the NEC, signed by the Secretary General, and co-signed by either the Leader or the Treasurer General. Income and assets of the Party are not distributable to members or office bearers except as reasonable compensation for services rendered.

Clause 3 Non-Negotiable Founding Pillars

The Core Tenets of SeMoshoeshoe constitute the non-negotiable founding pillars of Khanya. These ten principles, drawn from the philosophy of King Moshoeshoe I, cannot be altered or removed by any amendment process and bind all members, structures and organs of the party.

Clause 4 Membership

  • Open to all citizens of Lesotho who are 16 years of age and above, irrespective of race, colour, sex, gender and creed, who accept the Party's principles, policies and programmes.
  • Spouses or children of Basotho who have manifested a clear identification with the Lesotho people may apply for membership. All other persons resident in Lesotho who identify with the Basotho people may also apply.
  • Applications are considered by the Branch Executive Committee or, where no Branch exists, the Constituency or District Executive Committee. Refusal of any application rests with the NEC.
  • Provisional membership applies for the first six months from the date of acknowledgement; full membership follows in the absence of a valid objection. A provisional member may attend Branch meetings in a non-voting capacity only.
  • Members pay an annual subscription fee from 1 January to 31 December. Non-earning members or those on reduced incomes pay such fees as determined by the NEC.
  • On acceptance, every new member makes a solemn declaration to abide by the aims and objectives of Khanya, to place their energies at the Party's disposal, and to defend its unity and integrity.

Clause 7.7 Leadership Succession Plan

  • The term of office for the Leader shall be five (5) years.
  • The Leader shall be eligible for re-election for a maximum of two (2) consecutive terms of five (5) years each — totalling ten (10) years — with an option for a third term upon advice by the Khotla and adoption by National Conference.
  • Upon completion of the first term, the Leader shall stand for re-election and may be contested by any eligible candidate. There shall be no automatic re-election.
  • A Leader who has served two (2) consecutive terms is not eligible for re-election until one (1) full term has elapsed.
  • In the last six (6) months of a term, the Leader shall hand over day-to-day executive functions to the Deputy Leader pending election. The same principle applies when the Party is in Government.
  • The terms of office of all members of the Executive Six shall be aligned with the Leader's term and subject to re-election at each Elective National Conference.

Clause 7A The Khotla (Oversight Body)

The Khotla is an independent oversight and advisory body of the Party, inspired by the Basotho tradition of collective wisdom, accountability, and open deliberation. It functions as the supreme internal oversight body of Khanya, exercising review, investigative, and reporting powers — but it does not exercise executive authority.

  • Composition: Eight (8) members of high integrity, experience and standing, elected by the National Conference by secret ballot. No current or recent NEC member (within three years of serving) may serve in the Khotla.
  • Terms: Members serve five (5) year terms, renewable once. Terms are staggered to ensure continuity. Members may only be removed by a two-thirds majority of the National Conference.
  • Powers: The Khotla may review NEC decisions for constitutional compliance; conduct independent investigations; receive complaints from members; require information from Party structures; issue findings and recommendations; and refer matters to appropriate bodies.
  • Reporting: The Khotla reports directly to the National Conference and submits an Annual Oversight Report. The NEC must respond to Khotla reports within thirty (30) days.
  • Escalation: By a four-fifths majority, the Khotla may recommend the convening of a Special National Conference. Such a recommendation must be evidence-based and documented.
  • Limitations: The Khotla may not remove or appoint NEC members, interfere in elections, or exercise executive authority. Khotla members may not seek NEC office within two years of serving.
  • The Khotla shall be consulted in writing at least sixty (60) days before any conference at which a constitutional amendment is proposed.

Clause 23 Amendment of the Constitution

This Constitution may only be amended by approval of two-thirds of delegates attending and voting at a General, Special or Elective National Conference. Written notice must be forwarded to the Secretary General at least three months prior and proposed amendments circulated at all structures at least two months before conference. The Khotla shall be consulted at least sixty days before any conference on proposed constitutional amendments.

The NEC shall strive to have not less than 50% representation of women. All members of the Executive Six will serve five-year terms from the date of the first Elective National Conference. The following interim leadership has been appointed to constitute and establish the party.

Political head and chief directing officer of Khanya. A sitting Member of the 11th Parliament, Hon. Monokoane brings active legislative experience and a national public profile to Khanya's founding. He makes pronouncements on behalf of the NEC, presents the state of the nation to National Conference, and orients the activities of the party under the NEC's overall authority.

Hon. Dr. Tšeliso Moroke
Deputises the Leader and serves as custodian of all policies adopted by National Conference. A sitting Member of the 11th Parliament and holder of a doctorate, Dr. Moroke brings legislative experience and academic rigour to Khanya's founding NEC, ensuring that the party's decisions are grounded in both principle and evidence.
Secretary General
Phafane Nkotsi
Chief administrative officer of Khanya. An entrepreneur with 15 years across aviation, media, agriculture and management consulting, he is Group Managing Director of Bohlokoa Enterprises — encompassing Mohahlaula Airlines, Meadow Farming, Prime Cut Butchery and Bohlokoa Civils — and Founder and Executive Director of Bohlokoa Media Company, publisher of the Lesotho Tribune.

Assists and deputises the Secretary General when necessary and carries out the functions entrusted by the National Conference, the NEC or the NWC. A full-time functionary of Khanya.
Treasurer General
Molefi Leqhaoe
Chief custodian of the funds and property of Khanya. A seasoned banker with decades of experience across Standard Lesotho Bank and FNB Lesotho, and former Chief Executive Officer of Lesotho Post Bank, Leqhaoe brings deep institutional finance expertise to the stewardship of party resources. Maintains all books of account and reports comprehensively to National Conference.

Presides over meetings of the National Conference, the National General Conference, the NEC and the NWC. Carries out such additional tasks as entrusted by the National Conference, the NEC or the NWC.

The Khotla (Oversight Body)

Comrades, members, and patriots of Khanya,

Lesotho is bleeding. Every day, our people wake up to a government that has forgotten them. Hawkers chased from their livelihoods, workers whose unions are ignored, communities policed without dignity, and elders whose wisdom is never sought. The current order has failed Basotho. That is why Khanya was born.

But we will not make the same mistake. We will not march into government to rule people we do not know. Moshoeshoe I did not build a nation from a single hilltop by guessing what his people needed. He went to them. He listened. He understood. And from that understanding, he built the greatest kingdom in the region.

That is what we are called to do. Right now. Before we finalise our tools, before we craft our plans, before we stand on any platform — we must know our people. “U ba tsebe hore u tle u tsebe ho ba busa” is not merely a SeMoshoeshoe proverb. It is our operating instruction. It is the fire that must burn in every Khanya member’s belly as they walk into their communities over the next twelve weeks.

Go to the hawkers at the market stalls. Sit with the trade union shop stewards. Attend the Community Policing Forum meetings. Listen to the traditional councils. Find every organised group of Basotho and hear what they carry. Bring that knowledge back. That is how Khanya will govern differently — and that difference starts today, not when we win an election.

The time for real leadership is now. Khanya is the light. Be that light in your constituency.

Hon. Mohopoli Monokoane — Leader, Khanya

1. Background & Purpose

Khanya is at a formative but decisive stage of its growth. Before finalising its policy platforms, programmes and community tools, the party is committed to grounding its work in the lived realities of ordinary Basotho. This directive launches the “U ba tsebe” National Public Consultation Programme — a structured, twelve-week nationwide engagement with organised civil society groups across all constituencies.

These consultations will be led personally by the Leader, the Deputy Leader, and other party officials delegated by the Office of the Secretary General. They are not political rallies, recruitment drives, or publicity exercises. They are genuine listening engagements to ensure that Khanya’s policy platforms are built on a direct and authentic understanding of the Basotho people.

The role of constituency and district coordinators is one of preparation, coordination and facilitation — ensuring that by the time party leadership arrives in each constituency, the ground is properly prepared, the right stakeholders are present, and the environment is conducive to open dialogue.

2. Programme Objectives

  • To hear directly from organised groups about the challenges, aspirations and priorities of Basotho communities, through engagements led by senior party leadership.
  • To build trusted relationships between Khanya’s leadership and civil society before any election cycle.
  • To gather substantive, ground-level intelligence that will inform Khanya’s policy tools, manifesto commitments and governance proposals.
  • To demonstrate — through action — that Khanya’s approach to leadership is rooted in the SeMoshoeshoe principle of knowing your people.
  • To keep Khanya members actively engaged, organised and purposeful across all constituencies throughout the twelve-week programme.

3. Scope & Target Stakeholder Groups

Each constituency coordinator shall identify and confirm at least one (1) stakeholder consultation session per constituency, targeting the following organised groups:

  1. Informal traders and hawkers — market associations, street vendor groups, cross-border traders.
  2. Trade unions and workers’ organisations — shop stewards, sector unions, labour federations.
  3. Community Policing Forums (CPFs) — neighbourhood watch structures, safety committees.
  4. Traditional leadership and cultural groups — chiefs’ councils, village councils, cultural associations.
  5. Any other organised group — religious bodies, women’s groups, youth associations, disability organisations, farmers’ cooperatives, civic societies.

Coordinators are encouraged to identify and prioritise the most active and representative organised bodies in their areas. No group is too small to be heard.

4. Programme Timeline

The programme runs for twelve (12) consecutive weeks, commencing on a date to be confirmed by the SG Office following receipt of district and constituency readiness reports.

Weeks 1–2Constituency coordinators identify stakeholder groups, make initial contact and propose consultation dates. All proposed dates submitted to the SG Office by end of Week 2.
Week 3The SG Office reviews proposed dates, confirms the consolidated national schedule, allocates leadership delegations, and issues resources and briefing materials to coordinators.
Weeks 4–9Active consultation phase. Leadership-led sessions across all constituencies: informal traders (Wks 4–5), trade unions (Wks 5–6), CPFs and traditional groups (Wks 7–8), additional organised groups (Wks 8–9).
Weeks 10–11District coordinators consolidate constituency reports and submit district summaries. The SG Office compiles the National Consultation Synthesis Report.
Week 12The National Consultation Synthesis Report is presented to the NEC and the Leader. Policy development work commences informed by findings.

5. Roles & Responsibilities

Constituency Coordinators shall:

  • Identify target stakeholder groups and make initial contact within five (5) days of receipt of this directive.
  • Agree on suitable dates, venues and expected attendance with stakeholder groups for leadership-led sessions.
  • Submit all confirmed and proposed dates to the SG Office by end of Week 2 using the Consultation Date Confirmation Form.
  • Prepare the constituency for each session in accordance with SG Office guidance, including venue logistics, stakeholder mobilisation and branding.
  • Ensure at least two (2) Khanya members are present at each session for note-taking and logistics.
  • Submit a Consultation Report Form to the SG Office within 48 hours of each session.

District Coordinators shall:

  • Oversee and support all constituency-level date confirmation and preparation within their district.
  • Consolidate constituency-proposed dates and submit a district readiness report to the SG Office by end of Week 2.
  • Support coordination of leadership travel, logistics and district-level arrangements during the active consultation phase.
  • Consolidate constituency reports into a district summary and submit to the SG Office at the end of each active week.
  • Identify and resolve logistical or resource constraints that may impede consultations.
  • Liaise with the SG Office as the primary point of contact for the programme.

The Leader, Deputy Leader & Delegated Officials shall:

  • Lead consultation sessions in accordance with the confirmed schedule issued by the SG Office.
  • Conduct each session as a genuine listening engagement — hearing from stakeholders, asking questions, ensuring all voices are captured.
  • Avoid making specific policy promises or commitments during consultations.
  • Debrief the SG Office following each session on key themes and matters requiring attention.

6. Scheduling Process & SG Office Responsibilities

The Office of the Secretary General serves as the central coordinating authority for the entire programme. The SG Office shall: issue the Consultation Date Confirmation Form and related templates; receive and review all proposed dates by end of Week 2; issue the confirmed national schedule by start of Week 3; allocate leadership to each constituency session; provide standardised templates, branding materials and briefing notes before each session; and maintain a central register of all confirmed sessions and reports.

Important: No coordinator may confirm a session date with a stakeholder group as a firm commitment until approved by the SG Office. Premature commitments will create avoidable disruptions to leadership travel and resource deployment.

7. Logistics & Preparations

  • Coordinators must submit a Preparation Plan to the SG Office at least one (1) week before each session, stating: confirmed date, venue, target group, expected attendance, and resource needs.
  • Transport and accommodation for the Leader, Deputy Leader or delegated officials will be managed by the SG Office.
  • Venue costs should be minimised by using community halls, trade union offices, or other available spaces. Any venue requiring expenditure must be pre-approved by the SG Office.
  • No coordinator may commit the party to any financial expenditure without prior written approval from the Treasurer General through the SG Office.
  • Khanya members supporting consultations must present themselves professionally and in accordance with the party’s Code of Conduct.

8. Reporting & Feedback

The SG Office will maintain a central register of all consultations. Coordinators are required to:

  1. Submit a Consultation Report Form within 48 hours of each session.
  2. Record key themes, concerns and proposals raised by the stakeholder group.
  3. Note the name and contact details of the group’s representative for future engagement.
  4. Flag any matter requiring immediate NEC escalation to the SG Office within 24 hours.

All reports will be compiled into a National Consultation Synthesis Report for the NEC and the Leader at the conclusion of Week 12, directly informing Khanya’s policy development work.

9. Conduct & Messaging

All Khanya representatives must at all times:

  • Listen more than they speak. The purpose is to learn, not to campaign.
  • Avoid making policy promises or specific commitments on behalf of the party.
  • Introduce the presiding party official and explain the purpose of the national listening programme at the opening of each session.
